Use AUDIOGRABBER! You can record EVERYTHING that comes out your Soundcard. Quite easy.

You can get instrumentals with Adobe Audition, it works really well.

Just go "Favourites > Vocal Remover"

and it does it for you, works most of the time well

Everything on Youtube is open to sampling under the Fair use clause.
Groups like Negativland used to take a lot of heat for their samples, but in this day of constant internet regurgitation, it's all up for grabs.

I actually make video collages out of found Youtube gems, and sometimes outtakes from actual television shows I've worked on.
I use a Mac, so my favorite way to record a sample involves Audio Hijack Pro. Pretty sure you can find a version of it through The Pirate Bay.

You have a VHS or DVD player? go watch movies, when you find something cool, hook the white and red cable to your soundcard and record.

You ask how? Well I just open it up and then load the full mp3 of the video or whatever, than I just cut the rest find a good sample and then make the movie without video and it turns it to a .wma file and then I convert it to whatever I want.
