how do i edit a sample to time strech it but keep it on a steady beat

Use a program like cooledit
Effectd=>Time/Pitch=>Timestrech
then select the option "Preserve Tempo"
make sure the quality is set to "high"

is there a program that lets you stretch just parts of the wave so as to correct a samples that doesnt quite keep a steady beat

I believe you may want to search for "quantize beats" that is maybe more what you are trying to do.

zero-x beat creator .. it will quantize and timestretch for you.
