Doesn't pretty much every DAW give you the option to cut samples?

Renoise.

It makes life easier when a decent sample editor is part of your DAW.

I use recycle. It seems to work fine. Its also fun to put in parts of whole songs and adjust slice lengths and you can even just by clicking, start to create some cool stuff right then and there. Then its just a matter of saving it as a .REX and loading it into the sampler.

Ableton drum rack. Slice it up, map macros, have fun with your knobs, record and do it again and again and again !!!!
